Dale Rector, CPA - Principal

With over thirty seven years of experience in HUD auditing and fee accounting, seminar instruction, and tax consulting for several hundred Public Housing Agencies, Mr. Rector has unmatched expertise in our field.  His experience includes:

  • Management consultant services for Department of Housing and Urban Development Authorities, performance of complete fieldwork on housing authority audits, and reconstruction of housing authority records
  • Preparation of federal and state income tax returns for corporations, partnerships, nonprofit organizations and individuals
  • Interim Director of Finance for a large housing authority, engaged to reorganize and assist in the transition to new, permanent employees
  • Commercial audit and fee accounting services in the areas of churches, individuals, and other profit and nonprofit organizations
  • Management of tax department and staff personnel
  • Seminar instructor of the Department of Housing and Urban Development Public Housing and Section 8 Programs 

Mr. Rector is a graduate of Bob Jones University in Greenville, South Carolina with a B.S. in Accounting and a Master of Business Administration from Bellevue University in Bellevue, Nebraska.  He is currently a Certified Public Accountant in multiple states.  He and his wife, Donna, have two children and two grandchildren.

 Galen "Tieg" Reeder, II, CPA - Principal

Mr. Reeder has over sixteen years of experience in auditing and fee accounting, certified reviews, tax consultation and financial analysis for corporate and individual clients, as well as local governments and municipalities.  His experience includes:

  • Analysis of financial strategies for cash flow management, tax planning, and business development for clients
  • Preparation of Certified Reviews for specific clients in order to obtain bid and performance bonding
  • Preparation of federal and state income tax returns for corporations, partnerships, nonprofit organizations, and individuals
  • Management of tax department and staff personnel
  • Prepare and perform Audits of Local Governments/Municipalities
  • Prepare and maintain monthly and/or quarterly financial statements and payroll tax returns

Mr. Reeder is a graduate of Georgia State University with a B.B.A. in Accounting and Marketing and is a Certified Public Accountant in the State of Georgia.  He and his wife, Melissa, have three children. 

 Brandy Lofton, CPA - Principal

Mrs. Lofton has been with Rector, Reeder & Lofton, PC for over ten years.  Her main area of expertise is in the field of Department of Housing and Urban Development accounting and quality control.  Her responsibilities include:

  • Writing and editing audit reports, including the Management Discussion & Analysis and Notes to the Financial Statements
  • Fee accounting compilation services for both governmental and non-governmental clients
  • Performance of audit field work for Public Housing Authorities
  • Management of firm staff and all aspects of the audit process

Mrs. Lofton graduated from Georgia State University with a B.B.A. in Accounting and from Liberty University with a Masters of Accountancy.  She is a Certified Public Accountant in the state of Georgia and the state of Florida.

Philippe Lindsay, CPA - Audit Manager

Mr. Lindsay has over twenty-three years of experience in HUD auditing, fee accounting and previously served seven years as CFO/Director of Finance for three public housing authorities: Chattanooga, TN; Alexandria, VA; Stamford, CT.  His experience includes:

  • Performance of financial and compliance audits of over 300 PHA engagements including submission of the audited FDS
  • Consulting and related services including preparation of unaudited FDS, Management Discussion & Analysis, upper level financial statements and/or related disclosures for Public Housing Authorities
  • Supervision of low-rent housing authority operations as CFO/Director of Finance
  • Management of the audit department and staff personnel

Mr. Lindsay graduated with a B.A. from the University of Georgia and a Master of Business Administration from Auburn University.  He is a Certified Public Accountant in the state of Georgia.

Rex A. Millaps, CPA - Senior Manager

For over forty years, Mr. Millsaps has worked in the fields of both private and public accounting.  He has vast knowledge and experience with audits, financial statements and income tax preparation.  His responsibilites include:

  • Preparation of federal and state income tax returns for corporations, partnerships, nonprofit organizations, and individuals
  • Analysis of financial strategies for cash flow manangment, tax planning and business delelopment for clients
  • Prepare and maintain monthly or quarterly financial statements and payroll tax returns

Mr. Millsaps graduated from Georgia State University with a B.B.A. in Accounting.  He is a Certified Public Accounting in the state of Georgia.  He and his wife, Sheila have four children and twelve grandchildren. Mr. Millsaps is very active in and supportive of the local Lawrenceville and Gwinnett county communities.

Randy Beard, CPA - Senior Manager

Mr. Beard has over thirty years of experience in the accounting field.  Prior to begining practice in public accounting, he spent 5 years with the Internal Revenue Service in the roles of Revenue Agent, Instructor, and Manager.  His responsibilities include:

  • Analysis of financial strategies for cash flow management, tax planning, and business development for clients
  • Preparation of federal and state income tax returns for corporations, partnerships, nonprofit organizations, and individuals
  • Prepare and maintain monthly and/or quarterly financial statements and payroll tax returns

Mr. Beard graduated from Georgia Southern University with a B.B.A. in Accounting.  He is a Certified Public Accountant in the state of Georgia.

 Mary Beth Smith, CPA - Senior Accountant

For over 25 years Ms. Smith has worked in the fields of both private and public accounting.  Her experience in auditing and accounting, certified reviews, tax consultation, and financial analysis for corporate and individual clients, as well as local governments and municipalities, brings a high level of expertise to our firm.  Her duties and responsibilities include:

  • Analysis of tax planning and internal procedures for clients
  • Preparation of federal and state income tax returns for corporations, partnerships, nonprofit organizations, and individuals
  • Preparation and maintenance of monthly and/or quarterly financial statements and payroll tax returns
  • Training and assisting clients with various accounting software for maintaining daily financial data

 Ms. Smith is a graduate of Mercer University Atlanta with a B.B.A. in Accounting.  She is a Certified Public Accountant in the state of Georgia.

  Alison Jackson, CPA - Senior Accountant

Mrs. Jackson has over 21 years of accounting and tax experience.  She brings a wealth of experience and knowledge in the small business accounting and tax services field.  Her duties and responsibilites include:

  • Analysis of tax planning and internal procedures for clients
  • Preparation of federal and state income tax returns for corporations, partnerships, nonprofit organizations, and individuals
  • Preparation and maintenance of monthly and/or quarterly financial statements and payroll tax returns
  • Training and assisting clients with various accounting software for maintaining daily financial data

Mrs. Jackson graduated from the University of West Florida with a B.S. in Business Management and a B.S. degree in Accounting from Brenau University and is a Certified Public Accountant in the state of Georgia.

Meredith Treadwell, CPA - Senior Accountant/Auditor

Ms. Treadwell has been with Rector, Reeder, & Lofton PC for eight years and has worked in all areas of the firm. Her expertise is in Corporate and HUD fee accounting and monthly compilation. Her responsibilities include:

  • Assisting firm partners with writing and editing audit reports, including the Management Discussion & Analysis and Notes to the Financial Statements
  • Fee accounting compilation services for both governmental and non-governmental clients
